Right. I think I`m starting to see the problem. Since FS2 expects to find certain .vp files you`ve been given dummy versions to replace them.
The real files are in your FS2\data drawer (which is why you can`t simply delete the drawer or rename it).
You shouldn`t need to copy the files out of the .vp file to make them work unless you had other (dummy) versions of the same files in your data drawer.
In light of this new info I`d say your best hope is to look through your .vp files with VPview. Delete (or better yet move until your certain it worked) any file in \data that also exists in the .vp
That should trim out any files you don`t need.
BTW tangoa_fs2.vp? tangob_fs2.vp? I`ve never even heard of those two files. What on Earth does VPView say is in them?

It's all starting to make sense now. With some more experimenting I think I'll be able to weed out the files that I don't need.
Tango1, 2, and 3_fs2.vp contain the command briefings.
Tangoa and b_fs2.vp both contain a file called game_dat2.set.
According to VPVIEW file is unknown. (go figure)
Also, in most of the VP 's there is a file called (vssver.scc). This, according to VPVIEW is also an unknown file type and is not used in the game.
