It gives the illusion of a texture actually being 3d when infact its not. The Perseus' texture details up there make it look like its got far more 3d detail than it actually has.

You are NOT stupid. Asking something when you don't know is a proof of cleverness, in my opinion. So, as a reward, here is the answer:

As Icefire said, it is meant to be an optical illusion. It simulates light incidence on parts of the 3D mesh, in this case our beloved Perseus. Basically, you can avoid modeling those tiny parts using bump mapping.

Imagine a polygonal square-shaped plane that you want to make look like, let's say, an assemblement of hull plates. You have two options: (Follow link)

-Either you split and extrude your polygonal face to obtain the result, as shown in exemple 1, but you will use more calculating resources...
