A) First of all, if you take a real look at the ending FS1 movie you'll see that the Lucifer made it out of the jump node from the "armpits" up. After the node closed, the "head & shoulders" of the Lucifer blew up and apart. What was left was, as you said, "minute super-heated hull fragments" AND the tip (or top) of the head...where the mega-beam came from. I'd say that that remaining fragment is about 1x-2x the size of an Argo. Therefore, it is very conceivable that Sol-bound GTA and Vasudan forces developed beam weapons, at the least.
Ummm... what exactly would the fleets remaining in Sol defend the outer worlds against? Yes, for a couple of years they might have patrolled around the outskirts of the system, but eventually they would have realized that there was NO way to get in-system via subspace. They would have then repositioned the fleet to protect the busier inner planets from pirates and whatnot.
But who's counting...?
