Do Black Omegas have to be P12? Or is it just any psi cop with flight certification?

Psi Cops are P12 but there is nothing to say that another rated Psi Corps member wouldn't pilot these Starfuries. I'd imagine that the best pilots would be used if they were especially skilled regardless of Psi rating (although not necessarily in the hunter-killer squadrons).

Psi Cops are P10 and up, above P12 I think they usually end up in a room with rubber walls.

Only most gifted and experienced Psi Cops are allowed to join in Black Omega squadron (read Dark Genesis trilogy) and Bester had whole squadron in his command, so usually those who flied Black Omegas had military background or they were good pilots and P12...

So it ( the telepath war) was after the EA civil war. Just wanted to know because I don't remember seeing any episodes of the Telepath war.

The Telepath War was approximately two years after the end of Babylon 5 season 5 and approximately three years before the start of Crusade. Many changes were brought about such as the dismantling of Psi Corps and the formation of a more lenient organisation - hence the presence of a telepath on in Earth Force and on the Excalibur.
