I'm not the DALnet expert here, but you have logged in before you tried to access the channel?

Nickserv should announce when you have logged in, too bad that sometimes Nickserv is really laggy or does not work at all...

/nickserv identify (password)

and it might take a while to recognize you because like he said, it's laggy. But when it does, it'll say it.

I don't know what's the problem, it works for me. (using it right now)

By the way, you need to log in to Nickserv every time you connect to a DALnet server. When you reconnect or quit you will be logged off.
