There are smaller satellites of a completely different model that the EA use, designed prior to the Earth-Minbari War. These were shown to be inadequate and thus the (heavy) GOD satellite was born. There is no real need to make the smaller satellites as they would be next to useless against Minbari ships and not in use much after that.
