Ya know, if you use a transfer on ICQ from someone on highspeed internet, there is a tendency to (sometimes) be able to double, tripple or even quadruple your DL speed. Using that method I was able to download stuff @ around 20kbs while i was on 56k..

I just have to laugh here, because I was doing nothing but tell the truth, what good do I have from lieing about this?

When I first read your post, I tried to guess whether you were serious (meaning you really didn't know anything) or joking (in which case the joke was quite bland).
It's lying only if you know the truth and still claim something else on purpose. 
56k can't transfer data faster than ~5 kB/s. It's very simple really. An example: you can't use a container with a volume of one cubic meter to transport more than it's volume, unless the material can be squished smaller for the trip (like foam rubber). In that case it can appear to transport more - but not if you're transporting something rigid, like rock ( = data that can't compress any more). It's like fitting a 2 megabyte program on a 1.44 MB floppy disk, by compressing it (.zip, .rar, others), compared to trying to cram a 2 megabyte jpeg in there... it just won't go, it is not possible (jpegs are already compressed, they simply will not become any smaller, no matter what you do).
Now, if you still claim you can download at 20 kB/s with a 56k modem, you and we know you're transferring something that's very easy to compress (and it isn't the ICQ that does this), or the speed meter is simply showing wrong (most probable explanation) - and if you're downloading TBP R2, we know you'd be... well, lying.

Since TBP is already heavily compressed, I think we can rule out the possibility that any type of compression is taking place. More likely than not...that 20kb/s transfer rate (which I have seen on 56k) is a computational error caused by ICQ's really bad file transfer system. You're not actually getting 20kb/s...infact you are probably somewhere between 3 and 5kb/s but ICQ is calcuating the numbers wrong...for whatever technical reason you want to believe caused it.
I doubt any type of deception was involved...except on the part of ICQ.

That's what I figured all along.
But now, I need to get that screenshot taken one of these days - as soon as I can bother myself and succeed in setting it up well enough.

Ok, not using icq as an example: A friend of mine, can download off an FTP server, using flashget, storing a slight bit of speed (Via capping), can get his download up to 60kbs for a few minutes, and he's on 56k. 5kbs simply isn't a limit, its an average.
