Just a little note since this is kinda an old thread: The small pods destroyed by the Borg cube near Mars were unmanned pods that were part of the Mars Defense Perimeter. Some non-canon sources have suggested that there were fighter craft in the ToS era. (Like the Arco class attack sled and the Tycho class fighter from the book Dreadnought.) There are also the small Peregrine class fighters. (Like the Maque one in the first episodes of Voyager.)
