I think you can already do this by having the rings as a separate "nebula" graphic from the planet. Hmmm... you could do a planetary atmosphere that way too. Hmmm...

Bugs that I can think of off the top of my head are compatability issues with the newest graphics cards.
On a geforce 3, fonts are all slightly corrupted, and the brightness slider doesn't work anymore.
I'm probably going to look in to fixing these myself, and maybe even updating / creating a D3D8 renderer, but if someone beats me to it, I'll be happy as hell.

what format files are we going to use for the models? are we keeping pof or are we switching to something else?

The main annoyances with the backgrounds are that there's not really a concept of 'layers' - you can't put a star behind a planet (because it's a bitmap, I guess) and have it project a shadow cone, or even have it rising over the horizon of a planet.
You also get some funny-looking effects if you try and put planets over nebulae or vice versa - they go through each other, which is irritating, or you get the Black Line of Doom.

No such problems here at all, all fonts are as fine as they were with my old Voodoo2. And brightness also works fine.
Try updating your drivers sometime, first uninstalling current drivers, rebooting and installing new drivers.

Solution? Render an image for that. Add as background. Yay!

Hmm... skybox support would be fun.
It's possible to fake skyboxes currently, but it's a HUGE pain because FS2 doesn't scale background bitmaps exactly the same for all positions in the sky. Very odd, but that's the way it is.

Yeh, I know. I've had planets look bizzarely oblong when they're near the edges of the screen.
