Okay. These sort of things tend to either grow way out of proportion or wither away and die, depending on the staff. The two big Post-Capella 'FS3' type campaigns right now are [url=http://freespace.volitionwatch.com/blackwater/]BlackWater Ops[/url], hosted here on [url=http://www.volitionwatch.com]Volition Watch[/url], and [url=http://www.3dap.com/hlp/hosted/inferno/]Inferno[/url], hosted on [url=http://www.3dap.com/hlp/]Hard Light Productions[/url]. Both have demos out. I'd recommend playing through them and seeing if your ideas have been covered yet, and if you think your ideas and abilities are enough to compete with the likes of them.
What you might want to try for instead is possibly working within the framework of the mods and universes they've already set out, creating missions from a perspective not seen in their campaigns. (Example: in Inferno a scout flies in from a Shivan-infested area and you have to guard him while he returns to your base. Your campaign could have the player as that scout pilot, running a series of missions where you learn more about the Shivans.) Or you could try another time period, during the original FS2 campaign or slighly afterwards.
Since you're just starting out, I would recommend either working alone or finding one other friend (either someone you know online or in real life) to help you. People tend to be more enthusiastic if you show up with some work already done.
