 How do you get the magic shop licence?

I have been trying for ages to get it and done other part of the game and come bak but still cant get it off Mas watever his name is

talk to mas ubrai than at the door there is a chest with a "ubrai ledger" in it.. take that and go to grotto of hopir (at ruins of hopir) and read the namul obelisk. than go back to mas ubrai and talk to him again he´ll give you the license now. give that license to mugolo
