http://www.08452go.com has a setup where if you've got an 0845 dialup, you can dial-in to their network, and their servers are on that same network, so you should get better latency, thus giving you modem users a chance against my elite ethernet power. *cough* Ahh, err...I mean...anyway.

They also advertise webhosting, webmail, clan hosting, and they run six RF servers (among other games), so you might want to go play, even if you don't sign up for their services. They list the server IPs so you can play with them anyway.

Yeah, so basically, it's an ISP with game servers and clan hosting all rolled into one. You might want to take a look; the idea's interesting at the very least, it's something I personally haven't heard of before.
