I'm pretty sure he's talking about server-side includes, or SSI. They include parts of pages or scripts on the fly at the server before the code is sent to your browser (hence the name), and work on pages that have the commands embedded and have an .shtml extension. (actually, couldn't you make it work on .html pages too if you edited Apache's httpd.conf?)
