Yep definately Imperiom Galactica. There was a Demoversion on the CD of a games-magazine some time ago.
For this nice graphic it has surprising low system requirements.

Edit: Ok its not IG3. I shouln't post something before watching the video completly till the end. But the engine seems to be the one used in IG3 and the ships look quite similar too.

It is IG3. They even say on the website that IG3 has been renamed
