Excuse me for being blunt, but tracking bullets, while a nice sci-fi idea, are total nonsense.
What is a bullet? It is a piece of metal about twice the size of the pencil eraser you're chomping down on now. No explosive (usually), no nothing.
So whay does it do damage? Pure speed. Therefore, if you had a tracking bullet, it would have to be able to maintain its speed in order to be useful. With course/trajectory changes and the like, there is no way that speed would be able to be maintained unless there was a whole rocket propulsion system onboard.
And just think of how you would "aim"? Ummm... target is around 2 corners, lessee.... uhhh.... Oh, of course! the bullet would have an onboard GPS to uplink to a satellite and downlink again to the gun that would specify the location of the target , and...
