Is the release of TBP that fully supports the SCP going to coincide with the R2 patch? Or will it be separate until R3 or beyond?

It should be compatible yes, but it does not require it.

Let me explain it again, it just doesn't make much sense to redo already done work just to enable some "cool" feature of fs2_open. But that's just me, others can do whatever they want. The work Bobboau has done so far has been only minor changes and mostly only additions to existing work, so no big deal. But to completely redo models to hi-poly models for example... no thanks, that time can be used better to create new models.

I on the other hand am very interested in aligning The Babylon Project with a nice version of the game engine. Once we have a stable glitch free engine running HT&L, specular, glow maps, etc... Although I also have no interest in remaking our models with higher poly counts. I'd rather keep the existing models, which already have a nice level of detail, and give the faster engine a chance to run smoother on lower spec machines.

well I guess for now on your limits have been removed. Think a high poly battle crab. not that we will ever get to release 5. But that reminds me, what about some new stuff? I know you are busy with the patch. But something new to gouch at would be cool.
