Part two would include the mission where you choose sides once and for all.

A reason might be the voice...when the first part of the campaign is recorded it can already be released and you do not have to wait until all voices are done...

Thats one reason. Another reason is that it gives us more of an internal motivation to get the first part done. That and the fact that giving you half now and half later should make everyone happy...plus it lets us tweak and fine tune the later missions and respond to any real criticisms.
