It appears that all of the servers housed in Volition HQ are down. I don't think this is due to the ISP switch-over due to the fact that if you call up the direct IP for the VBB (http://63.120.83.45/cgi-bin/Ultimate.cgi) it still gives you a TCP_ERROR. The reason for the downtime is probably on their new ISP's end (not a good sign for the promising thoughts of the new ISP, but.. oh well).

I don't have an official word yet, but when I do, I'll let everyone know what's up.
