Does the user reviews actually work? I've reviewed some missions, but it never says there's a user rating.

Yea...they do work...but I am in the process of fixing it so I have temporarily disabled the update. Your reviews do get posted in the database however, so that is why you get the 'you have already reviewed this mission' message.
