Its likely that will be the way it is.

1) Its easier to develop for one platform rather than two.
2) PS2 games sell more units because of less saturation of these types of games in the console market. RF PC didn't sell that well because theres plenty of other FPS' on the market....

The fact that RF did not sell very many untis may have been from the lack of info fed to the community.
