in multi only the tips of the guns are showing
Its kind of annoying to me but its not that bad. I dont understand why its necessary though. The 1/4 screen should just be a miniture of the full screen.

OK, full versions of guns and 20fps, or muzzles and 30. I'm oversimplyfing (and making up numbers) but you see my point, I think

i seriously doubt including a little more of the gun would devastate fps. Maybe 2-5 fps at most. But then again thats just a wild guess. Todd?
with a few games on PC i can get upto 13 more FPS with out guns and the HUD on the screen.. but i always like to have em on..

Yeah, it's a wild guess. Point is, maximizing FPS in multiplayer is far more important than a minor detail. And believe me, even 2fps matters when you're below, say, sixty. (*) Although I do notice a difference between 60 and 75 if I play for an extended period of time; it's just like the difference between 60hz and 85hz refresh rates. 
(Before anyone quotes the "eye can only see 24fps" garbage, that is true, it can only see 24 distinct frames, but the trick is, the more frames you have, the more interpolation your eye does, which simulates nature better. Considering nature has infinite FPS, y'know.)
(*) sixty is an arbitrarily chosen number, by the way, not an absolute scientific fact.

Its so the player can see more of what's going on in their window, and to save on FPS. Putting the full gun in there adds a lot of faces to the scene, which must always be rendered (4 times). In 2 player, we use the full gun, but for 4 player, we show just the tip.
I actually like the way the weapons are handled by Volition. Call me wierd.

Why would anyone want the full gun in the 4-player mode anyway?
The screen is small enough as it is being split into four. Having the full gun would make a huge and annoying blind spot. 
I believe, not sure though, that GoldenEyeâ„¢ and PerfectDarkâ„¢ for the N64â„¢ also did that. I'll have to check to make sure though. Those are also two of the best fps console games ever made.

the gun would be shrunk proportionally to the small screen so there wouldnt be a HUGE blind spot. No more than in single player, although it is more imprtant to see in multi.
Goldeneye and PerfectDark both shrunk the weapons view in 4 player modes.
In terms of RFII, the biggest reason for the amount of visible weapon on screen in 4 player mode is the FPS. You make a tradeoff...fairly well detailed levels or crappy levels and full detail weapons. And all speaking in terms of decent framerates too.
This is a simple concept...to ensure good framerates and maximum playability, weapons are scaled back and overall details are slightly lowered in multiplayer for consoles. Quadrupeling the strain on the processor is basically the reason.
