Theoretically yes. The chances of someone doing it though are less than that of you getting hit by lightning. It would be a lot of hard work for very little reward.

what he means is bige honken lightning storm your 3 meters tall and standing on a HUGE empty field right in the middle of the storm......

Nope. I mean his chance of getting stuck by lightning while at his desk. The probability of getting struck by lightning in the middle of an open field in a thunderstorm is reasonably high. The probability of someone altering the code for FS2 for the wireframe display is pretty small.
You`d need to find a very good but also very bored programmer.
