GTVI is the equivilent of the CIA or the old KGB, speaking from the internationally known intelligence branches of two superpowers.
Think of SOC as the U.S. Marines or something like that. They only carry out the mission under secret cover.
So it goes like this:
1) GTVI gathers intel
2) Sends SOC to do it
So you can kinda say that the GTVI and SOC are somewhat loosely linked.
One major difference is that when you die in the GTVI, you are acknowledge to have existed and died. When you die as SOC, it will be as if you never existed. They will deny that you have ever existed.
Get the point?

The thing I always found restricting about the FS universe is that it's actually pretty small. I mean, compare it with the richly inhabited universe of Tachyon or Battlecuiser Millenium. What I always like in space science fiction is to have a vast, colorful setting with many different nations and species, and where not every ship and station falls into a class. Such diversity allows for greater story development and flexibility. The relative microcosm of FS is just too orderly.

I don't know, there is alot of undeveloped backstory to draw from for FreeSpace.
The whole concept of the GTVA is really neat. So are all of these organizations. They needed more civilian stuff, more identification with locations, more corporations and that sort of thing.
We're trying to fill a bit of that into BWO when and where possible.

Its a tad small but there is lots within to develop. Isnt SOC a branching section of the GTVI though?

I quote the SOC briefing officer:
"You have volunteered for a covert assignment with Special Operations Command, In conjunction with Galactic Terran Vasudan Intelligence."
