I was being specific; I meant the units that can cloak and decloak at will. The Arbiter doesn't count because it doesn't cloak itself.

The Morning Star + Mekhu HL-7 + Maxim at 0.15 seconds
Akheton SDG + Prom-S at 0.35 seconds
