Well, I think that they said something like that it reflects 80% of energy, like from beams. Any kinetic energy from something like a mass driver or missiles would be more effective in that case. However, I think that Vorlon and Shadow beams look like they are much more energy based, so the VCD armor would probably block a lot, but that remaining 20% will probably be just as or more powerful than anything the younger races have to throw at it still.

That's fan fiction. They were never ment to have any kind of bioarmor. At least thats what I recall...

It's never actually been stated anywhere. As it turns out the Excalibur was basically complete (barring some fine tuning) when it was launched in ACTA. There was no plan to implement Vorlon bio-armour.
