no, the shivans aren't overpowerd at all. they may have shields but low hull strength.

a few years ago i made a TC (or started to) where you could pilot shivan ships. I had all of them done, no loadout screens though. I am being honest when i say they handle the best... the dragon, OMFG it's great (it can vector too).

it was awesome flying a bomber with like tons of energy and 12 primary points (or something). Although it was slow and maneuverd poorly it was well armed.

so in total, i say make the shivan ships flyable, then start the league.

The reason I did not want to include shivan ships was because people would have to download a mod to use them.

Willing to give this thing a shot? If it turns out OK, then the three factions for FSL 2 could be Vasudans, Terrans, Shivans.

well, this is a league (which i expected to be a TC or a rebuild of the FS engine). If it's a mod, you can make things easier for yourself, balance elements, even add new ships.

I would reccommend making it a MOD, just so it's easier that way IMO.

It is a league to determine which group of players is superior.

NO MODIFICATIONS ARE MADE TO THE SOURCE CODE OR GAME ELEMENTS.
