Well, losing a Destroyer - with crew of 10,000 MUST be great lose. In FS1 probably stronger since there were no beam cannons and it was really difficult to destroy one (haven`t played, so I only guess).
Hecate must be rare since they`re brand new and probably there were no in the fleet Bosh took.
Some fleets, probably, are significantly stronger and consists of 2-3 GTD with more GTCv and so on and some are probably really small. Say, there can be a fleet designated only to patrol a system awaiting probable attack ( don`t forget Shivans could came unexpected -and the major system should be protected more as distant, no-population ones), with GTCv and some GTC.
(Remember that Leviathan destroyed by rakshasha in Gamma Draconis? GTVA had to move GTD from other fleets to cover.

The Tech room in FS2 suggests that the GTVA had 26 fleets/Battlegroups. Which would make sense. 13 Vasudan (13th Battlegroup was in FS2) and 13 Terran fleets.
If the 6th Fleet is the standard size of a Terran fleet, then it has around 10,700 personnel in it since 80,000 was around 75% of of it. As long as that was the 6th at full strenght, which is unknown since it was in EP which was basically the front in the war against the NTF. So a Fleet could be maybe as high as 15,000 personnel.
It also seemed that the third fleet was the only one to go into the Nebula and we have at least 3 destroyers mentioned. The Aquilatine, Carthage and another Destroyer that was destroyed in the attack on the SD Ravana. So a fleet has at least 3 destroyers. The only fleet that would have less would be ones that have gone through a campaign against the enemy or the newest fleets (the 13th of both sides, since you wouldn't start a new fleet if you haven't already got a fleet to battle readiness).

In the other hand, FS2 tends to suggests there are fewer - less fighter cover, even from behemoths like the the Colossus. Also, the Aquitane is described as head of the Capella-based fleet,which implies that fleet covered several systems. Thus, less destroyers. IMO, a reasonable guess can be from 16 - 40 odd for the GTVA.
