What about it the other way round, why wouldn't Sol try contacting the GTVA. And if they have actually made contact they could send information like how to build beam and flak cannons.
And assuming the GTA didn't create a means of communicating faster that light (not subspace), cos the way technology is going in the next hundred years we could have a way of faster communication.

To be honest, I think that this is a ridiculous argument. Yes, theoretically we should be able to communicate loud and clear with Sol, though at a delay of 3 years minimum - enough to send information packages certainly. However, all of this is conjecture. Are the hydrogen bands even usable with current technology for communications, and if not, how far off are we? Furthermore, since at the moment nobody appears to be out there locally/listening/of a high enough technology base (or too high, perhaps) we can't say how signals would really fare, can we? Did the signals of Nazi rallies ever get anywhere (perhaps that's why they didn't want to contact us)?
Basically the issue voids one of the enduring mysteries of FreeSpace. Better to let it lie, as Volition did. 
And that's the only time you'll see me saying that people shouldn't debate stuff.

Actually we can send and receive in the hydrogen band with present technology. (that's what SETI is all about)
Now KBOs, the Oort cloud, etc. as mentioned do cause heavy interferrence, and the other side needs to be able to listen.
(also since the exact size of the Kuiper Belt and Oort cloud are not exactly known, how much these may interfere is debatable, but it is significant enough of an issue)
The fact that any habitalble system would have similar clouds from the protoplanetary disk. (in the case of Alpha Centauri, the companion stars and massive gas giant type worlds, if any, would lower the surviving KBOs and OCOs, but would still exist)

So as I say, you have to get through both of those 'walls' around Sol and Alpha Centauri (or semi-permeable membranes, perhaps, haha) - and we dont know how easy/hard that is.
Ah, good old SETI. I ran the Seti@home program for a while, but I think I lost it last reformat.
